17.060.010 Establishment and designation of overlay zones.
The following overlay zones are hereby established:
A. Archaeology and historic sites (A) overlay zone (Chapter 17.063);
B. Coastal access (AC) overlay zone (Chapter 17.066);
C. Amusement hall/retail commercial (AH/C-1) overlay zone (Chapter 17.068);
D. Architectural review (AR) overlay zone (Chapter 17.069);
E. Coastal appeal (CA) overlay zone (Chapter 17.072);
F. Floodplain (F) overlay zone (Chapter 17.075);
G. Hazards and protection (H) overlay zone (Chapter 17.078);
H. Height limitations (HL) overlay zone (Chapter 17.081);
I. Noise (N) overlay zone (Chapter 17.084);
J. Open space (OS-2) overlay zone (Chapter 17.087);
K. Public or visitor parking (P) overlay zone (Chapter 17.090);
L. Transfer density (TD) overlay zone (Chapter 17.093);

17.060.020 General purpose of overlay zones.
Overlay zones have been established by the city of Pismo Beach for the purpose of ensuring maintenance of the goals, policies and programs adopted in the general plan/local coastal program land use plan. In some cases, overlay zones direct or require actions for areas adjacent to or outside of the specified overlay zone. In other cases, overlay zones may require special city actions only if certain code guidelines are not met. Overlay zones are not primary zone classifications or districts but rather are supplemental to the primary zone classification and requirements. The criteria established in an overlay zone will augment or clarify specific requirements of the primary zone classification and general code limitations.
