The unclassified or U zone is a holding zone for areas held in urban reserve land use designations for future use. These areas shall have a specific plan prepared and adopted prior to any development (including land divisions) other than temporary interim uses. This zone is not a part of the city's local coastal program implementation measures.

   A.   Temporary interim agricultural land uses such as, but not limited to, agriculture, grazing, and caretaker's residence on parcels of five acres or larger. Use shall only be valid until such time as the area is rezoned to another zone classification.

   B.   All other uses shall require a zone change to a zoning category consistent with the general plan/local coastal program land use plan.
