090 PUBLIC OR VISITOR PARKING P OVERLAY ZONE

17.090.010 Purpose of zone.

   The public or visitor parking (P) overlay zone is intended to ensure access to coastal activities by fulfilling visitor parking demands. This zone will also relieve congestion and provide better circulation throughout the city.

17.090.020 Criteria and standards.

   1.   Improved public parking shall be provided in conjunction with vertical and lateral accessways wherever necessary to ensure the use of the accessway and consistent with site constraints. Values otherwise specified in the certified local coastal program land use plan, the number of spaces shall be determined by the planning commission and shall be based on safety considerations, carrying capacity of the beach or view potential, whichever is applicable, and past use of the area in question. Fee simple dedication of land shall not be required for such parking; however, other means of securing public parking for access purposes including but not necessarily limited to deed restrictions, easements and conditions of approval may be used in lieu of offers to dedicate land in fee simple. Adequate signing for all public parking shall be provided with each development.
   2.   Public off-street parking will be required by the planning commission in areas designated by the general plan/local coastal program land use plan for required visitor parking. Other visitor parking may be required by the planning commission where necessary to meet the needs for visitor parking for the location of the project based upon current or projected usage.
   3.   All actions taken under this overlay zone shall be consistent with the relevant goals, policies and programs of the general plan/local coastal program land use plan.
