The zoning map referred to in Chapter 17.145, the original of which is on file in the office of the city clerk and duplicate originals of which are on file in the public services department and certified as being the map adopted herein, and which map is entitled "Zoning Map--City of Pismo Beach" is incorporated herein by reference and the designation, locations, and boundaries of the districts are therein set forth, subject to the provisions of Chapter 17.009 hereof. All, territory within the limits of the city of Pismo Beach is hereby classified into the districts as set forth on said map. No person shall use any land, building, or structure, nor shall any building or structure be erected, constructed, enlarged, altered, moved or used in any district shown on said zoning map, except in accordance with the regulations established by this Title.
