The open space (OS-2) overlay zone requires that developments provide open space in conformance with the general plan/local coastal program land use plan and open space plan. Its purpose is to ensure that adequate public access and recreational activities are provided with development and that sensitive ecological or scenic areas are protected.

   A.   This zone may facilitate transfer densities when development occurs and open space is established. These open space areas will be classified either OS-1 or OS-R and may be transferred to the public in fee simple, deed restriction or in dedicated easements securing the property's continued use as open space.

   B.   Developments shall be required to provide open space in conformance with relevant specific planning area section goals, policies and programs of the general plan/local coastal program land use plan.

   C.   All actions taken under this overlay zone shall be consistent with the relevant goals, policies and programs of the general plan/local coastal program land use plan and open space plan.
