20 - NEIGHBORHOOD COMMERCIAL DISTRICT

This land use designation is intended to provide suitable locations for general retail, personal service, office establishments and other commercial uses that serve specific geographic locations, points of neighborhood entrance and/or portions of the city or growth management area that are not more readily served by service commercial land use areas. Efficient and safe transportation and pedestrian access will be a primary consideration where neighborhood commercial areas are located. Site design issues shall focus on the elimination or reduction of commercial strip development with careful consideration given to access control, roadway capacity and landscape design criteria.
Within the neighborhood commercial district, buildings, structures, and land may be used for any of the purposes designated under "NC" in the table of permitted uses for business and industrial districts located in Section 18.09.090. (Ord. 692-1996 § 3(part))
Within the neighborhood commercial district, the city council may authorize buildings, structures and land to be used for any of the purposes designated under "NC" in the table of permitted uses for business and industrial districts located in Section 18.09.090, and issue conditional use permits therefor in accordance with Chapter 18.57. (Ord. 692-1996 § 3(part))
Any structure hereafter erected or structurally altered in the NC district shall not exceed thirty-five feet. (Ord. 847-2001 § 1: Ord. 692-1996 § 3(part))
Setbacks in the NC district shall be as follows:
A.
Front. Twenty-five feet.
B.
Rear. Twenty-five feet for the main building and four feet for accessory buildings.
C.
Side. Eight feet for the main building, four feet for accessory buildings, fifteen feet where that side abuts a residentially zone lot.
D.
Commercial Greenhouses and Plant Nursery. Fifty feet from any residentially zoned lot. (Ord. 692-1996 § 3(part); Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)

Accessory Buildings. The maximum number of accessory buildings on any lot or for any principal building shall be two. (Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)
In the NC district, there shall be a minimum frontage of forty feet measured at the street line. (Ord. 692-1996 § 3(part))
Parking requirements in the NC district shall be as prescribed in Chapter 18.39 of this title. (Ord. 692-1996 § 3(part))
Fencing and shrubbery requirements in the NC district shall be as prescribed in Chapter 18.42 of this title. (Ord. 692-1996 § 3(part))
Signs in the NC district shall be as prescribed in Chapter 18.48 of this title. (Ord. 692-1996 § 3(part))
Sidewalk construction in the NC district shall be required as prescribed in Section 18.33.170 (as amended), of this title. (Ord. 692-1996 § 3(part))
Twenty-five percent of the lot size shall be landscaped with a minimum of one-half the requirement abutting residentially zoned areas. (Ord. 692-1996 § 3(part))
