24 - HEAVY SERVICE COMMERCIAL/LIGHT INDUSTRIAL DISTRICT*

This land use category is intended to provide suitable locations for intensive commercial activity as well as light industrial and/or light manufacturing facilities. Heavy service commercial and light industrial activity shall provide adequate ingress and egress for the amount of traffic generated and shall not create a negative impact on adjoining land use activity particularly residential uses. Through proper design, such land use designation can be effectively buffered from potentially conflicting land use activities and provide valuable services to the Woodland Park community.
Within the heavy service commercial/light industrial district, buildings, structures, and land may be used for any of the purposes designated under "HSCLI" in the table of permitted uses for business and industrial districts located in Section 18.09.090. (Ord. 692-1996 § 7(part))
Within the heavy service commercial/light industrial district, the city council may authorize buildings, structures and land to be used for any of the purposes designated under "HSCLI" in the table of permitted uses for business and industrial districts located in Section 18.09.090, and issue conditional use permits therefor in accordance with Chapter 18.57. (Ord. 692-1996 § 7(part))
Any structure hereafter erected or structurally altered in the HSCLI district shall not exceed thirty-five feet. (Ord. 692-1996 § 7(part))
Setbacks in the HSCLI district shall be:

Front, rear, side—as per tech park standards** except twenty-five feet when abutting another zoning district, fifty feet when abutting a residentially zoned lot.
B.
Commercial Greenhouses and Plant Nursery. Fifty feet from any residentially zoned lot. (Ord. 692-1996 § 7(part); Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)

Accessory Buildings. The maximum number of accessory buildings on any lot or for any principal building shall be two. (Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)
In the HSCLI district, there shall be a minimum frontage of fifty feet measured at the street line. (Ord. 692-1996 § 7(part))
Parking requirements in the HSCLI district shall be as prescribed in Chapter 18.39 of this title. (Ord. 692-1996 § 7(part))
Fencing and shrubbery requirements in the HSCLI district shall be as prescribed in Chapter 18.42 of this title. (Ord. 692-1996 § 7(part))
Signs in the HSCLI district shall be as prescribed in Chapter 18.48 of this title. (Ord. 692-1996 § 7(part))
As per tech park standards** or impact fee based on road frontage. (Ord. 692-1996 § 7(part))
As per tech park standards** or minimum twenty-five percent of the lot size with one-half along different zoned areas as per Chapter 18.42 of this title. (Ord. 692-1996 § 7(part))
**As per tech park standards means those standards preapproved by the city as part of an overall submitted development plan. Similar to the PUD process, this would include interior road network, pad sites, pedestrian walkways, landscaping, etc. All HSCLI districts would be required to come in under this process.
