Whenever a violation of Chapters 18.51 through 18.66 occurs, or is alleged to have occurred, any person may file a written complaint. The complaint, stating fully the causes and basis thereof, shall be filed with the administrative officer. He shall properly record the complaint, immediately investigate it, and take action on it as provided by this title. (Ord. 12-1973 § 2(part): Ord. 46-1969 § 809.1)

The administrative officer shall enforce this title as prescribed in Chapter 18.75 of this title. (Ord. 12-1973 § 2(part): Ord. 46-1969 § 809.2)

Penalties for violation of Chapters 18.51 through 18.66 or any part thereof, shall be as prescribed in Chapter 18.75 of this title. (Ord. 12-1973 § 2(part): Ord. 46-1969 § 809.3)
