CHAPTER 18

09 - DISTRICTS ESTABLISHED

18.09.010 - Designated.

The city is divided into the following districts:

A.

SR—Single-family residential with lot sizes equivalent of one dwelling unit per acre allowing a variety of lot sizes with an approved minimum lot size of fifteen thousand square feet.

B.

UR—Single-family residential with previously developed lot size less than seven thousand five hundred square feet per dwelling unit.

C.

MFS—Multifamily residential with attached units having a density level from two to eight dwelling units per acre.

D.

MFU—Multifamily residential with attached units having a density level from nine to twenty dwelling units per acre.

E.

MHP—Residential mobile home park.

F.

NC—Neighborhood commercial district.

G.

CC—Community commercial district.

H.

SC—Service commercial district.

I.

CBD—Central business district.

J.

HSCLI—Heavy service commercial, light industrial district.

K.

PUD—Planned unit development with a mixed use concept having a gross density equivalent of two dwelling units per acre requiring a percent of gross land dedication in open space-lot size to be negotiated-consideration given to overall design.

L.

P/SPL—Public/semipublic land for establishments which are governmental as well as joint public/private facilities.

M.

18.09.020 - Boundaries—Applicability.

The provisions of this chapter shall apply within the corporate limits of the city as now or hereafter fixed. (Ord. 46-1969 § 102(part))

18.09.030 - Boundaries—Zoning map.

District boundaries are shown on the official zoning map of the city, said map being as much a part of this chapter as if fully described herein. Where uncertainty exists as to boundaries, the rules set out in Sections 18.09.040 through 18.09.080 shall apply. (Ord. 46-1969 § 102(part))

18.09.040 - Boundaries—Streets.

Where districts are bounded approximately by street or alley lines, the centerline of streets or alleys shall be construed to be the boundaries. (Ord. 46-1969 § 102.1)

18.09.050 - Boundaries—Lot lines.

Where districts are bounded approximately by lot lines, the lot lines shall be construed to be the boundaries. (Ord. 46-1969 § 102.2)

18.09.060 - Boundaries—Use of map to determine.

Where bounded approximately by neither streets, alleys, or lots, boundaries shall be determined by the use of the scale contained on said map. (Ord. 46-1969 § 102.3)

18.09.070 - Boundaries—Street vacation.

Whenever any street, alley, or other public way is officially vacated, the zoning district on either side shall be automatically extended to the centerline of the vacation. (Ord. 46-1969 § 102.4)

18.09.080 - Change not to affect existing boundaries.

Any change in the criteria set out in Sections 18.12.020 through 18.12.070 shall not change any existing district boundaries. (Ord. 12-1973 § 2(part): Ord. 46-1969 § 102.5)

18.09.085 - Zone change or modification.

Change in a zoning classification which results in increased density shall not be approved unless the owner (applicant/developer) has established, to the approval and acceptance of the city, that connection and availability of water exists that is sufficient to service the needs of the intended uses and structures of such lot(s).

18.09.090 - Districts established—Table of permitted uses for business, industrial and residential districts.

 1. Recreation vehicle parks and campgrounds including accessory retail trades and services conducted solely for the benefit of guests. Accessory retail trades and services shall be within an enclosed structure(s) located not closer than 25 feet from any public street right-of-way line.

Amusement, recreational, and entertainment activities carried on within a permanently enclosed building and operated and arranged so that noise, vibration, lights, and all other possible disturbing aspects of their operation do not interfere with the use and enjoyment of surrounding properties.  4. Golf or baseball driving range, miniature golf course and par-3 golf course provided that:

 a. The facility shall be enclosed by a wall or fence and a planted buffer area 20 feet in depth to screen adjacent property;
b. Central loudspeakers are prohibited; and
c. Lighting shall be arranged in such a way that adjacent properties and roadways are not adversely affected and that no direct light is cast upon adjacent properties.

Golf courses and clubhouse having nine or more holes provided that no building or structure, established in connection with such use shall be closer than 100 feet from any property line and no tee, hole, or fairway shall be closer than 25 feet from any property occupied or zoned for residential use.  1. Commercial dog kennel provided that no animals shall be located within 200 feet of any residential district or within 50 feet of any property line, and provided further that such kennel shall meet all requirements of Section 18.33.140 of this title.

F. Automotive, RV Travel Trailers, and Boats—Sales, Service and Rental.
 1.  Gasoline service station provided that: C P C PC
  a. Unless elsewhere permitted in the district, auto repair shall not be permitted;
  b. Gasoline pumps and other service facilities shall be set back not less than 25 feet from any street right-of-way line;
  c. Unless elsewhere permitted in the district, rental of vehicles and trailers shall not be permitted.
 2. Sale of new or used automobiles, recreation vehicles, light trucks, motorcycles, snowmobiles and boats, including enclosed accessory repair facilities. C C P C PC
 3. Sale of auto parts and accessories, excluding outside storage. P P P P PC
 4. Automotive and vehicle repair and maintenance shops, including tow truck facilities, excluding outside storage of damaged or junk motor vehicles and/or vehicle parts. C C C C PC

 6. Truck and trailer rental as the principal use of a lot having a minimum street frontage of 100 feet and a minimum area of 15,000 square feet or greater. No rental unit shall be parked within 25 feet of any public street right-of-way line. C P P PC

  a. The service station occupies a lot having a minimum area of 20,000 square feet;
  b. This accessory use shall not occupy more than 10 percent of the lot area;
  c. Not more than 10 rental units shall be permitted outdoors on the lot at any one time;
  d. No rental units shall be parked within 25 feet of any public street right-of-way line.
 8. Automobile wash service provided that a paved area shall be located on the same lot for the automobiles awaiting service having an area to accommodate one-third of the practical hourly capacity of the wash machine. C C P C PC
 9. Mobile home sales as the principal use of a lot, but not including occupancy on site, provided that: C
  a. Mobile homes displayed for public view shall be separated from one another on all sides by distance of not less than 25 feet;
  b. Not less than 20 percent of the area used for display of mobile homes shall be landscaped with grass, shrubs, flowers, and/or trees and such vegetation shall be maintained in a healthy state and be protected from moving vehicles by curbs or other approved barriers;
  c. Mobile homes arranged so that they are separated from one another by a space of less than 25 feet shall be located within an enclosed outside storage are.

G. Contractors and Construction Services.
1. Building, well drilling, landscaping, electrical and plumbing contractors with all outside storage of goods, materials and equipment screened from public view by an approved fence or other approved buffering. Outside storage of goods, materials and equipment shall not intrude upon any required front or street side yard.

  c. There is no outside storage area for goods, materials or equipment exceeding an area of 400 square feet and that such storage area is enclosed by approved fencing or other buffering.
 2. Light manufacturing and light industrial activities which do not use water in the manufacturing or industrial operations either for processing, cooling or heating and which emits no smoke, noise, odor, dust, vibration or fumes detectable beyond the walls of the building in which it is housed and which includes outside storage of goods, materials or equipment.
