CHAPTER 18

23 - CENTRAL BUSINESS DISTRICT

18.23.005 - Purposes.

Land use activity in this category is intended for what is considered the downtown area of the city with associated commercial activity that can be accessed by pedestrians as well as the motoring public. Density is considered high and design issues relate to on-street U.S. highway corridor improvements, including efficient off-street parking, landscaping and pedestrian mobility to and from local businesses. Residential activity is appropriate in this area particularly at second or third story levels, above offices or commercial shops.

18.23.010 - Permitted uses.

Within the central business district, buildings, structures, and land may be used for any of the purposes designated under "CBD" in the table of permitted uses for business and industrial districts located in Section 18.09.090. (Ord. 692-1996 § 6(part))

18.23.020 - Conditional uses.

Within the central business district, the city council may authorize buildings, structures and land to be used for any of the purposes designated under "CBD" in the table of permitted uses for business and industrial districts located in Section 18.09.090, and issue conditional use permits therefor in accordance with Chapter 18.57. 18.23.030 - Height.

Any structure hereafter erected or structurally altered in the CBD shall not exceed thirty-five feet. (Ord. 692-1996 § 6(part))

18.23.040 - Setbacks.

Setbacks in the CBD shall be as follows:

A.

Front. Ten feet. Roof overhangs, cornices, and other cantilevered architectural projections shall be permitted in the required setback up to two feet from the property line.

B.

Rear. Zero except twenty-five feet when a rear yard abuts a residentially zoned lot.

C.

Side. Zero except fifteen feet where that side yard abuts a residentially zoned lot. Where the building is not located on the property line, the minimum side setback shall be six feet (minimum ten feet from any platted street).

D.

Commercial Greenhouses and Plant Nursery. Fifty feet from any residentially zoned lot. (Ord. 692-1996 § 6(part); Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)

18.23.045 - Land use intensity ratios.

A.

Accessory Buildings. The maximum number of accessory buildings on any lot or for any principal building shall be two. (Ord. No. 1300-2017, § 1(Exh. A), 4-6-2017)

18.23.050 - Frontage.

In the CBD, there shall be a minimum frontage of twenty-five feet measured at the street line. (Ord. 692-1996 § 6(part))

18.23.060 - Parking.

Parking requirements in the CBD shall be as prescribed in Chapter 18.39 of this title. (Ord. 692-1996 § 6(part))

18.23.070 - Fencing and shrubbery.

Fencing and shrubbery requirements in the CBD district shall be as prescribed in Chapter 18.42 of this title. (Ord. 692-1996 § 6(part))

18.23.080 - Signs.

Signs in the CBD shall be as prescribed in Chapter 18.48 of this title. (Ord. 692-1996 § 6(part))

18.23.090 - Sidewalk construction required.

Sidewalk construction in the CBD shall be required as prescribed in Section 18.33.170, as amended, of this title. (Ord. 692-1996 § 6(part))

18.23.100 - Landscaping.

Ten percent of the lot size shall be landscaped with one-half the requirement abutting residentially zoned areas. (Ord. 692-1996 § 6(part))
