The city council may, after a public hearing of which at least fifteen days prior notice has been given in an official newspaper, and after posting of signs as required in Section 18.72.060, amend, supplement, change, modify, or repeal the boundaries or regulations of this title or those subsequently established, after submitting them to the planning commission for its recommendations and report. The planning commission shall be allowed up to thirty days to review the proposed amendment, supplement, change, modification or repeal, and if it fails to submit a report to the city council after that time, it shall be deemed to have recommended approval of the proposed amendment, supplement, change, modification or repeal.
