The Commission, in recommending, and the Council in approving, a proposed change of zone or General Plan amendment, shall find:
a. That the proposed zone and/or land use classification is substantially in conformance with the General Plan and compatible with the existing patterns of zoning, land use and development in the surrounding area;
b. That the property is more suitable for the uses permitted in the proposed zone and/or land use classification than those permitted in the existing zone and/or land use classification; and
c. That the uses permitted in the proposed zone and/or land use classification will not be detrimental to the surrounding area.
