The purposes of this district are to encourage the beneficial development assembly uses and to properly regulate such uses in a non-discriminatory manner.

It is the express intention of the board of commissioners that, in the event of any ambiguity in the language of this article, the administration and staff of the city shall interpret this article in the manner that best complies with all applicable federal laws, including but not limited to the Religious Land Use and Institutionalized Persons Act (RLUIPA), 42 U.S.C.A. Section 2000cc, et seq.
