The following uses shall be permitted, upon approval as provided in Section 406, in the HDR-B district:

Professional offices;

2.

Licensed day care center;

3.

Hotels;

4.

Clinics;

5.

Neighborhood clubhouse;

6.

Funeral home;

7.

Flower shop;

8.

Other neighborhood retail, service or office uses primarily for use of residents of the HDR-B district provided they are conducted entirely within a wholly and permanently enclosed building or buildings, which shall be of an architectural design and scale compatible with the residential uses within the HDR-B development.
