The following uses shall be permitted, upon approval by the board of commissioners, as provided in Section 406 of this ordinance:

Uses permitted in the Places of Assembly Overlay District as provided in Section 721 of this ordinance.

2.

Non-Commercial Kennel for keeping of five or more dogs, 90 days old or more.
