Exceptions to Height Limitations. A church spire, church belfry, dome, cupola, tower on a public building, flagpole, monument, chimney, water tower elevator or stair bulkhead and necessary mechanical appurtenances usually carried above roof level shall not be considered when determining the height of the building, except that such features shall not exceed 20% of total roof surface area and shall not exceed a height of 10 feet above the top of the roof.
