R-5 MULTI-FAMILY RESIDENTIAL ZONE
This zone district and its regulations are intended to provide a realistic opportunity for the construction of a maximum 221 townhouse and multi-family dwelling units affordable by low and moderate income households, families and individuals.

A.
Principal uses.
1.
Townhouse and multi-family dwelling units (each unit in fee simple ownership).
B.
Accessory uses.
1.
Customary accessory uses to the above permitted uses, including off-street parking and on-site open space and recreation uses.
C.
Conditional uses, pursuant to the requirements of section 15-35.
1.
Institutional uses, government uses and public utility facilities.

A.
Minimum lot area: 8 acres.
B.
Minimum project size: 50 dwelling units.
C.
Maximum density: The number of dwelling units in the overall development area shall not exceed an average of seven dwelling units per acre.
D.
Units per structure: No townhouses structure shall contain more than ten dwelling units nor exceed 200 feet in length.
E.
Maximum height: 2½ stories or 35 feet.
F.
Minimum frontage: 300 feet.
G.
Minimum tract setback: All developments on tracts larger than 10 acres in area shall maintain a 50 foot minimum buffer to all exterior property lines. All developments of 10 acres or less shall maintain a 30 foot minimum buffer to all exterior property lines. Said buffers shall be bermed and landscaped and remain unoccupied except for entrance roads or utilities. Buffers may include minimum yard requirements for all multifamily developments.
H.
Distances between buildings: The minimum distance between townhouses and multi-family buildings shall be as follows:
The Planning Board may reduce the above distances by not more than one-quarter if there is an angle of 20 degrees or more between the buildings and if extensive landscaping or buffers are placed between buildings.
I.
Common open space: In the R-5 residential district not less than 20% of the land area of any development shall be designated for permanent common open space for conservation, active or passive recreation or other suitable use. Such space may include environmentally restricted land but shall not include individual townhouse or condominium lots, roads, driveways, garages, parking areas or accessory buildings, structures or other improvements on the land. The open space shall be designed in accordance with the Open Space and Recreation Requirements in Article V of this Chapter.
J.
Minimum off-street parking requirements:
1.
Each dwelling unit shall provide off-street parking in the following amounts:
a)
Dwelling units with one bedroom or less 1.5 spaces.
b)
Dwelling units with 2 bedrooms or more 2.0 spaces.
2.
All common off-street parking shall be located within 300 feet of the dwelling units served.
3.
Parking may be permitted in all required minimum yard areas, except in buffer areas.
K.
The following distribution of the number of bedrooms shall be provided and maintained within each inclusionary development created hereby:
1.
At a minimum, 35 percent of all low and moderate income units shall be two bedroom units; and
2.
At a minimum, 15 percent of all low and moderate income units shall be three bedroom units; and
3.
Not more than 50 percent of all low and moderate income units may be efficiency units and/or one bedroom units provided that not more than 20 percent may be efficiency units.
4.
In no event shall total market units consist of more than 50 percent three bedroom units.
L.
The Planning Board when acting upon applications submitted under this Article, shall have the power to grant such exceptions from certain requirements in this ordinance as may be reasonable within the general purpose and intent of this Article, if the literal enforcement of one or more provisions of this Article is impracticable or will exact undue hardship because of peculiar conditions pertaining to the land in question. Such exception, however, shall be subject to the following limitations:
1.
The number of units per structure may be increased to not exceed 36 units per structure.
2.
Building length may be increased not to exceed 270 feet.
3.
Set back may be reduced to not less than 25 feet.
4.
Length of cul-de-sac and paved radius requirements may be modified.
5.
Road grades of up to 15% on the internal private drives may be permitted. In no event shall road grades exceed 15%.
6.
The bedroom distribution may be increased as follows:
a)
the percentage of two bedroom units affordable to low and moderate income families may be increased to, but shall not exceed, 40%.
b)
the percentage of three bedroom units affordable to low and moderate income families may be increased to, but shall not exceed, 20%;
c)
the percentage of three bedroom market units may be increased to but shall not exceed 60%.

A.
Streets. All streets shall comply with section 15-72 unless otherwise noted below.
1.
All developments shall be served by paved streets in accordance with the approved subdivision and/or site plan, and all such streets shall have adequate drainage.
2.
Local streets shall be planned so as to discourage through traffic. Any access to property in a R-5 zone from an existing local street located in a single family residential district shall be approved by the Township Council.

The minimum public street rights-of-way and paved widths and the minimum private interior road paved widths shall be as follows:

The pavement section standards for all streets shall be as follows:
a)
Public streets shall be constructed in accordance with the standards of this Chapter, except that curbs shall not be required.
b)
Private streets shall be constructed of a base course of 4 inches of Bituminous Stabilized Base, Stone Mix No. 1 placed on a compacted, unyielding subgrade, with a surface course of 2 inches of Bituminous Concrete, type F.A.B.C.-l, Mix #5 applied in accordance with State highway specifications.
c)
Street grades shall not be less than 1.0% for any road. The maximum grades shall be 10% for local or minor streets and 8% for collector streets.
d)
Cul-de-sac streets shall not serve more than 25 dwelling units and shall not exceed 1000 feet in length. The paved diameter of a cul-de-sac shall be a minimum of 80 feet and the right-of-way radius shall not be less than 50 feet.
B.
Public water supply and sanitary sewers. Public water and sanitary sewer service shall be required to serve all residential developments in the R-5 residential district. Public water and sanitary sewer shall be constructed in such a manner as to make adequate water and sewer service available to each lot or building within the development. The systems shall be designed and constructed in accordance with the applicable requirements and standards of the Randolph Township Water and Sewer Department. All construction shall utilize water saving fixtures to reduce the amount of wastewater flow into the sanitary sewer systems.
A.
Affordable housing in the R-5 zone shall be subject to the requirements set forth under Sections 15-54—15-55.
