VILLAGE CENTER RESIDENTIAL VCR DISTRICT

15-24.1.- Purpose.

The purpose of this district is to provide a variety of housing opportunities within the village center area. In addition, flexibility is provided through the creation of overlay zone districts where higher density housing and restricted non-residential uses are permitted if specific design criteria are met.

15-24.2. - Permitted uses.

A.

Principal permitted uses.

1.

Townhouses, villas, or other housing compatible with village design.

2.

Single-family, duplex, or triplex housing.

3.

Accessory apartments.

4.

Group homes.

B.

Accessory uses. The following uses are permitted as accessory uses:

1.

Accessory uses customarily incidental to the above principal permitted uses, including off-street parking.

2.

Fences and walls.

3.

Screened storage areas for trash and recyclables.

4.

Private residential garages.

C.

Conditional uses.

1.

Institutional uses, government uses and public utility facilities.

2.

Public or private parking deck associated with a principal permitted use or another conditional use.

15-24.3. - Prohibited uses.

1.

Garden apartments

15-24.4. - Area and bulk requirements.

A.

Minimum tract area: Five acres.

B.

Minimum tract width: 300 feet.

C.

Minimum lot area: 5,000 square feet.

D.

Minimum front yard: Ten feet.

E.

Minimum side yard: Zero; if provided seven feet.

F.

Minimum rear yard: 20 feet.

G.

Maximum height: 35 feet or two ½ stories, whichever is less.

H.

Maximum density: Three dwelling units per acre.

I.

Maximum impervious coverage: 60 percent.

15-24.5. - Development standards.

Development within the VCR shall adhere to the standards set forth in section 15-61 and the following:

Residential uses shall be designed to foster neighborhood social interaction. The use of front porches and stoops, with minimum setbacks, are encouraged. The front yard setback may be waived by the board upon demonstration by the applicant and finding by the board that access is not impeded and the character will be enhanced.

All developments on tracts larger that 10 acres in area shall maintain a fifty (50) foot minimum buffer to all exterior property lines. All development of 10 acres or less shall maintain a thirty (30) foot minimum buffer to all exterior property lines. Said buffers shall be bermed and landscaped and remain unoccupied except that required entrance roads or underground linear utilities shall be permitted to cross buffer areas which abut roads provided such improvements are designed to minimize the disturbance of buffer areas. Buffers may include minimum yard requirements for all multifamily developments.

3.

All developments within this zone shall contain a minimum mini-park of 4,000 square feet which shall be designed as a public space. The location shall be at the entry of the project or a focal point of a cluster of dwelling units. The planning board shall give due consideration to questions of private versus public ownership and long-term maintenance of the facility.

15-24.6. - Overlay standards.

The VCR district is subject to overlay districts. The standards are provided in section 15-39.
