GOLF COURSE OVERLAY DISTRICT IN RLD AND RR-5 SINGLE FAMILY RESIDENTIAL DISTRICTS
A.
Principal uses.
1.
Single-family residential uses.
2.
Any principal use as permitted in the RR Residential Zone.
3.
Golf course as regulated herein.
4.
Age-restricted housing consisting of detached houses, townhouse, patio homes, or duplex houses as part of and abutting but not necessarily accessory to a golf course as regulated by section 15-39A.2 paragraphs C., D., E., and F.
B.
Accessory uses.
1.
An accessory use as permitted in the RR Residential Zone.
2.
Accessory uses customarily incidental to a golf course such as a clubhouse, swimming pool, tennis courts, parking areas and like facilities.
3.
Accessory uses customarily incidental to age restricted housing development.
C.
Conditional uses, pursuant to the requirements in section 15-35.
1.
Institutional uses, government uses and public utility facilities.
2.
Home office.

A.
A development proposal which shall include a golf course may reduce the size and bulk requirements of single-family residential lots and not less than forty thousand (40,000) square feet average lot area within the development and shall adhere to the following minimum lot and yard requirements and maximum height and lot coverage limitations:
*In no event shall more than 25 percent of the total number of single-family residential building lots be less than 40,000 square feet minimum area.
B.
Such development proposal shall establish the maximum permissible number of lots or dwelling units based upon the bulk land area standards applicable to the underlying zone as follows:
1.
Submission of a fully conforming conventional qualifying sketch for the entire development tract;
2.
Submission of a fully conforming qualifying sketch plat for the entire development tract based upon the cluster development standards as set forth in section 15-35.4 of the Land Development Ordinance of the Township of Randolph except as specifically provided to the contrary herein;
3.
In the event that age-restricted housing is proposed, the maximum number of dwelling units shall be determined based on the gross area of the golf course and age-restricted housing development (not including any open space generated by prior cluster subdivisions or open space otherwise restricted from development) and shall be calculated at a ratio of one dwelling unit per five acres, but in no case shall there be more than 31 dwelling units associated with a golf course development.
4.
Submission of a golf course development plan including a maximum number of single-family resident lots within the development tract which shall not exceed the maximum number of such lots, calculated pursuant to either [subsections] 15-39A.2(B)1. or 15-39A.2(B)2. above, or submission of a golf course development plan including the maximum number of age restricted dwelling units pursuant to [subsection] 15-39A.2(B)3.
C.
The developer shall develop a golf course available to the residents of the Township of Randolph and public; and
D.
The development proposal shall provide no less than two hundred (200) acres to establish a regulation eighteen-hole golf course; and
E.
As a condition of approval the developer shall agree:
1.
To establish a golf course available to the residents of the Township on a preferential basis and to the public.
2.
To restrict the use of land no less than two hundred (200) acres and otherwise sufficient land to establish a golf course.
3.
To create in that portion of the golf course equivalent in size to not less than the lot size reduction authorized under the terms of section 15-39A.2.A. of this section or to support age-restricted housing authorized under section 15-39A.2.B. a conservation easement in favor of the Township of Randolph shall be required so that, in the event that such golf course property shall be reapproved and redeveloped pursuant to an application for development for other than a golf course, the Township of Randolph shall have the right to preserve such portion of the golf course as open space or, in the sole discretion of the Township, it shall have the option to take ownership and possession of such property in fee simple or such other interest as it deems appropriate; except for lands used for age-restricted housing and up to 5 acres of land intended for use as a golf course clubhouse. The developer shall provide to the Township of Randolph a title insurance policy in a form and amount acceptable to the Township insuring the Township's right to take ownership or to ensure conservation as open space.
F.
The golf course developed under the provision of this section shall comply with the standards of operation and maintenance promulgated by Golf Course Design and Construction published by the National Golf Foundation.
G.
In lieu of the detached single-family residential development referenced in paragraph A of this section, age-restricted housing shall be permitted in accordance with the following area and bulk requirements:
1.
Maximum number of dwellings which are attached or are visually connected by patios or walls: 6 dwelling units.
2.
Maximum lot density: 3.0 dwelling units per acre of land reserved for age-restricted housing use and not used for golf course or golf course equivalent open space purposes.
3.
Minimum distance between buildings: 35 feet.
4.
Minimum distance to paved roadway or a sidewalk paralleling a paved roadway: 20 feet.
5.
Minimum distance from public right-of-way: 35 feet.
6.
Minimum distance to an exterior property line of an age restricted development: 50 feet.
7.
Maximum building and structure height: Thirty-five (35) feet or two and one-half (2½) stories, whichever is the lesser.
8.
Minimum lot size for housing: 10 acres.
9.
Minimum lot frontage: 500 feet on a street classified as a major collector in the latest master plan.
10.
Maximum impervious surface coverage: 30 percent of tract area.
11.
Maximum lot coverage: 15 percent.
12.
All dwelling units shall be served by public water supplies and by private or individual sewage disposal methods and means consistent with the Township's Sewer Master Plan and in accordance with all applicable state, county and local government regulations and standards including, but not limited to the Township Health Officer and Township Engineer's approvals.
13.
Dwellings shall be architecturally compatible with variations in design, to create visual differences in unit groupings.
14.
Dwellings shall be accessible from grade and shall comply with the Americans with Disabilities Act (ADA). All bathrooms shall be constructed with "grab bar" fixtures and other amenities to ensure ADA compliance. All doors shall have sufficient width to accommodate wheelchair access and shall have lever type handles.
15.
Sufficient off-street parking shall be provided to accommodate residents, employees and guests in accordance with the New Jersey Residential Site Improvement Standards.
