B-3 PLANNED BUSINESS CENTER DISTRICT
This zone district is designed to encourage redevelopment of older, underutilized shopping centers to create a large-scale, mixed use regional center.
A.
Principal uses.
1.
Retail sales and services.
2.
Shopping centers.
3.
Business or professional offices.
4.
Bowling alley, theater and commercial recreational activities provided that the entire use takes place within a building with suitable acoustical construction so as to abate noise beyond the buildings walls.
5.
Drive-in restaurants.
B.
Accessory uses.
1.
Customary accessory uses to the uses permitted above are permitted accessory uses.
C.
Conditional uses, pursuant to the requirements in section 15-35.

Institutional uses, government uses and public utility facilities.

Any use other than those listed above is prohibited and, in addition, the following uses are specifically prohibited:
A.
Any type of industrial operation or use including any process of manufacture, fabrication, assembly, disassembly, extraction, treatment, conversion or alteration of any material, unless clearly incidental or accessory to the permitted principal use.
B.
Public garages, gasoline service stations and gasoline filling stations.
C.
Any business operation conducted outside confines of a building except as provided in 15-42.
A.
Minimum lot area: 25 acres.
B.
Maximum height: Two stories or 35 feet, whichever results in the lesser height.
C.
Minimum setback: No part of any building shall be closer than 150 feet to the right-of-way lines of N.J. Route 10 nor closer than 50 feet to any other property line. Parking areas as required by this Chapter shall be permitted in any yard provided said parking area is no closer than 25 feet to any property line nor 10 feet to any building.
D.
Maximum floor area ratio: .25.
E.
Maximum impervious coverage: 70 percent of the total lot area.
F.
Floor area: The aggregate floor area of all buildings within any business center project shall be at least 40,000 square feet.
G.
Distance between buildings: Unattached buildings shall not be erected closer than 50 feet to any other building situated on the same lot.
H.
Traffic circulation:
1.
Curbed pedestrian walks, not less than 10 feet wide shall be provided along the entire length of any wall of all stores which contain public entrance or exit ways and/or display windows. Said walks shall be at least 5 but not more than 6 inches higher than the abutting paved parking area.
2.
Each shopping center shall provide marginal roads or access lanes to serve the required parking area as approved by the Planning Board. Such roads or lanes shall be curbed with a width between curbs of not less than 30 feet and shall have no direct access to any off-street parking space stalls. In addition thereto, there shall be provided a service drive at least 30 feet wide which shall service each building on the site.
