170.18 SINGLE-FAMILY

RESIDENTIAL DISTRICT R-1.

1.   General Description. This is the most restrictive residential district. The principal use of land is for single-family dwellings and related recreational, religious, and educational facilities normally required to provide an orderly and attractive residential area. These residential areas are intended to be defined and protected from encroachment of uses which are not appropriate to a residential environment. Internal stability, attractiveness, order, and efficiency are encouraged by providing for adequate light, air, and open space for dwellings and related facilities and through consideration of the proper functional relationship of the different uses.
2.   Principal Uses Permitted. Property and buildings in a Single-Family Residential District (R-1) will be used only for the following purposes:
   A.   Single-family detached, site-built dwelling.
   B.   Accessory uses or buildings which are customarily incidental to any of the above stated use.
   C.   Planned Development District (PDD).
3.   Special Exceptions. The following principal uses may be permitted as special exceptions by the Board of Adjustment in accordance with the provisions contained herein:
   A.   Church, temple, synagogue, or mosque.
   B.   Childcare center.
   C.   Home occupation.
   D.   Municipal administrative or public service building or properties, except storage yards, warehouses, or garages connected therewith.
   E.   Park, playground, or community center.
   F.   Public library and similar public culture uses.
   G.   Public school or school offering general educational courses the same as ordinarily given in public schools.
   H.   Modular (manufactured) home, providing the provisions of Sections 1170.18(8) and 170.18(9) are complied with.
   I.   Public utility service facilities such as, but not limited to, gas regulator station, telephone exchange, electric substation, water tower or well, sanitary sewer lift stations and treatment facilities, and telecommunication facilities.
4.   Height Regulations. No principal building or structure will exceed 35 feet in height and no accessory structure will exceed the elevation of the principal building as verified by a State licensed professional engineer.
5.   Lot Area, Lot Width, and Yard Requirements. Lot area and yard requirements vary depending upon provisions made for neighborhood parks. For a lot to qualify as part of an area with parks, a minimum of 600 square feet per lot must be developed as a neighborhood park or parks and this area must be contiguous to or within a reasonable distance, (not greater than one-quarter mile away), of the lots so developed or the equivalent dollar value of 600 square feet per lot may be used to fund, improve, or enhance other park areas so designated by the City.

1These are minimum sums and, where no alley is located to the rear of the lot and an attached garage is not constructed, a side yard of at least 12 feet will be provided on one side of the principal structure.
 
6.   Density. The allowable residential density in this zoning district will not exceed 5.8 dwelling units per acre, except under the provisions of a PDD.
7.   Floor Area Ratio. The allowable floor area ratio in this zoning district will not exceed four-tenths.
8.   Minimum Size of Dwelling. Each single-family detached dwelling and any other structure occupied, in whole or in part, for residential purposes will contain at least 1,200 square feet of floor area if one story, or 1,400 square feet of floor area if two stories.
9.   Minimum Spacing Between Buildings. The minimum horizontal distance between any buildings will be 10 feet for single- and two-family dwellings, or combinations thereof, and 30 feet for multi-family dwellings, or combinations thereof, in this zoning district.
10.   Minimum Structure Width. The minimum dimension (width) of the main body of any residential structure will not be less than 22 feet for at least 75 percent of the distance of the major dimension (length).
