Essential services will be permitted to locate and operate as authorized and regulated by this Zoning Code or other ordinances of the City. It is the express intent of this section and Zoning Code to ordinarily exempt essential services as defined herein from the application of this Zoning Code unless the location of such services causes or will cause a hardship on adjoining properties or on the neighborhood in general as determined upon review by the Planning and Zoning Commission and the Council.
