The Building and Zoning Enforcement Officer will discharge the following duties under this Code:
1. Issue all zoning certificates and make and maintain records thereof;
2. Issue all occupancy permits and make and maintain records thereof;
3. Issue occupancy and use permits regulating the erection of buildings or structures and use of land for periods not to exceed 10 days for specific purposes such as temporary carnivals, churches, charities, and revival meetings which are not detrimental to the public health, safety, morals, comfort, convenience, or general welfare; provided, however, that said use or operation and any incidental temporary structures or tents are in conformance with all other Codes of the City;
4. Conduct inspection of buildings, structures, and use of land to determine compliance with the terms of this Zoning Code;
5. Assign street numbers in accordance with the City’s current street numbering system in
Chapter 139;
6. Perform all duties which are required of them under the terms of this Code;
7. Maintain permanent and current records of this Zoning Code, including, but not limited to, all maps, amendments, special exceptions, variances, appeals, and applications therefore;
8. For new and substantially improved buildings subject to the floodplain management regulations of this Code, maintain a record of the certified first floor elevation or the level to which such buildings have been floodproofed;
9. Provide and maintain a public information service relative to all matters arising out of this Zoning Code;
10. Forward to the Planning and Zoning Commission all applications for amendments to this Zoning Code, accompanied by their recommendations for action;
11. Transmit to the Board of Adjustment only those applications for appeals, variances, special exceptions, or other matters on which the Board of Adjustment is authorized by this Zoning Code to act upon;
12. Initiate, direct, and review, from time to time, a study of the provisions of the Zoning Code and make reports of his recommendations to the Planning and Zoning Commission;
13. Maintain the permanent and current map of areas of the City designated as having particular historical, architectural, and aesthetic value; and,
14. Transmit to the Planning and Zoning Commission, the Board of Adjustment, and to the Council, their written report containing, at a minimum, a fact finding of all relevant, pertinent facts surrounding any action initiated within the scope of this Zoning Code, a list of probable options and alternatives for actions by the respective bodies, their recommendations for actions by the respective bodies, and any other information that may be deemed necessary by the respective bodies.
15. If a Building and Zoning Enforcement Officer is not currently on staff, the City may appoint a designee, or as the case may be, contract with the County to fulfill the official duties on a temporary basis.
