The administration of this Zoning Code is vested in the following four offices of the government of the City: the Building and Zoning Enforcement Officer, Board of Adjustment, Planning and Zoning Commission, and the Council. This Code sets the authority of each of these four offices, and then describes the procedures and substantive standards with respect to the following administrative functions: issuance of zoning certificates and occupancy permits, variances, special exceptions, appeals, uses on review, and other powers of the Board of Adjustment, and amendments.
