Off-street parking, together with appropriate access thereto, shall be provided on the same lot as the building it is intended to serve in accordance with the standards of Section 16-24.

In the RBLR district, off-street parking shall not be located in the front yard, nor closer than five feet to any building or the side boundary lines nor closer than 10 feet from a rear lot line. All off-street parking areas shall be substantially screened from view from the public right-of-way by placement of the building or buildings between the parking area and the public right-of-way and/or through the use of earth contouring and landscaping, or any combination thereof, to provide an effective visual screen from the public right-of-way.
