The Director of Planning and Building shall be responsible for the administration of the Site Plan review procedure. The Planning and Zoning Commission shall be responsible for review, evaluation and action on all site plans submitted. The City Council shall be responsible for review evaluation and action on all site plans submitted as an appeal from Planning and Zoning Commission decision.
