Protest Provision.
If the Planning and Zoning Commission has not recommended approval of the Rezoning Application, or if there is a protest against the Rezoning Application signed by the owners of twenty (20) percent or more of either the area of the property included in the Rezoning Application, or of the area of the property immediately adjoining the same and extending two hundred (200) feet there from, such Rezoning Application shall not become effective except by the favorable vote of three-fourths (3/4) of the members of the City Council.
