If a lot or parcel of land has the required width or length and after creation of such lot or parcel of land a portion of it is acquired for public use in any manner including, but not limited to, dedication, condemnation, or purchase and if the remainder of such lot or parcel of land has at least seventy percent (70%) of the required width, but in no event less than thirty-five (35) feet, such remainder shall be considered as having the required width.
