Protest Provisions.
If the Planning and Zoning Commission has not recommended approval of the Conditional Use Permit Request, or if there is a protest against the rezoning signed by the owners of twenty (20) percent of the property immediately adjoining the same and extending two hundred (200) feet there from, such rezoning shall not become effective except by the favorable vote of three-fourths (¾) of the members of the City Council.
