The Planning and Zoning Commission shall act on the application within twenty (20) days following the closing of the public hearing. The Planning and Zoning Commission shall determine whether, in its opinion, the change is consistent with the objectives of his Ordinance and with the Comprehensive Plan, and shall recommend to the City Council that the Text Amendment or Rezoning be enacted, be enacted in modified form, or be denied.
