Any person(s) who erects, constructs, alters, repairs, converts, maintains, or uses any building, structure or land in violation of this Stormwater Management Ordinance, or otherwise violates the requirements of § LU-146, shall be liable to the penalties set forth in Chapter 1, § 1-5 of this Code.
