Prior to the issuance of any certificate of occupancy, the developer shall have graded the land of the lot to which the certificate of occupancy applies in a manner approved by the Township Engineer to assure proper drainage of the lot. Prior to the issuance of a building permit, the developer of the subject lot shall submit three copies of a lot grading plan to the Construction Official along with the fees set forth in Subsection 183.9. No building permit shall be issued until the Township Engineer has approved the lot grading plan in writing.
