50.190.- HOUSE OF WORSHIP

This section shall apply to house of worship uses.

Houses of worship are unique uses of property. Hours of operation are typically limited to one or two days per week for several hours at a time. Facilities are often made available for use by local community groups or the general public. Certain accessory and temporary uses are customarily associated with a house of worship. Typical accessory uses may include, but are not limited to, administrative offices, day care, schools, and outdoor activity areas such as playgrounds and athletic fields. Typical temporary uses may include, but are not limited to carnivals, festivals, and outdoor sales of seasonal items. Houses of worship have the potential to generate high volumes of traffic and impact adjacent lower intensity uses, such as residential uses. The purpose and intent of this section is to establish appropriate standards which allow the typical range of activities while minimizing the associated impacts.

House of worship uses shall be allowed as provided in the Matrix: Use Permissions and Parking Requirements and shall comply with the development standards of the zoning district, the general development standards and this section. Establishment of accessory uses shall also be permitted as provided in the use matrix.

Off-street parking shall be provided as required by the use matrix.

Proposals for shared parking arrangements shall be subject to the general development standards.

Proposals for unpaved parking spaces shall be subject to the general development standards.

Prior to the issuance of a certificate of occupancy a plan shall be submitted which depicts the arrangements for vehicle stacking for processions (e.g., funerals). Passenger loading areas shall be depicted. Stacking and loading areas shall not disrupt the normal traffic circulation pattern on streets.

Pedestrian connections shall be provided between the public sidewalks and the primary entrances to all buildings. In addition, pedestrian walkways shall be provided through all parking areas as required by the general development standards.

All vehicular use areas shall be clearly delineated to ensure proper traffic circulation and to indicate separations between parking areas, stacking and loading areas, and pedestrian connections.
