50.300.- PORTABLE STORAGE UNITS PSU

16.50.300.1.- Applicability.

Portable storage units (PSU) are portable structures intended to be used for the off-site storage of personal property which are placed on a property temporarily for loading and unloading. Portable structures used for depositing personal goods to be donated to a non-profit charitable organization are not included in the definition of a PSU.

16.50.300.2. - Standards.

PSUs are subject to the following conditions when located on a property.

PSUs shall not exceed eight feet in width, 16 feet in length and nine feet in height.

PSUs shall be placed either on the driveway, approved parking area, or in the buildable portion of the lot and shall not be placed in a right-of-way, except when these conditions cannot be met due to physical limitations of the property. If placed in the street, the PSU may only be placed on an area where parking is allowed. The area must be adjacent to the property using the PSU. The PSU shall have safety reflectors on all sides of the container facing oncoming traffic. A PSU placed in the street shall be removed within seven days of placement or may thereafter be removed by the City without notice and at the PSU owner's expense. PSUs shall not create a hazardous condition and shall not block visibility intersections of streets, alleys, driveways or sidewalks.

PSUs shall not exceed the following durations of stay. An "event" shall consist of the day of delivery, the days until pickup, and the day of pickup of the PSU. Events shall be nonconsecutive.

a.

Residential use. A maximum of seven calendar days per event with a maximum of four events per dwelling unit per calendar year.

b.

Nonresidential use. A maximum of seven calendar days per event with a maximum of four events per each nonresidential unit on a property per calendar year or up to 60 days for one event per each nonresidential unit on a property per calendar year for longer term storage provided the PSU is located in a designated parking area.

All PSUs shall have the name and current phone number and address of the company providing the PSU, and the date the PSU was placed at the site clearly posted on the exterior. No other signage shall be allowed on a PSU. Allowed signage shall not exceed 33 percent of the area of the side of the PSU containing the signage and no more than two sides of any PSU shall contain signage.

PSUs shall be locked and secured by the owner or tenant of the unit or property at all times when loading or unloading is not taking place. Storage of hazardous material is prohibited.

If the National Weather Advisory Service or other qualified weather advisory service identifies weather conditions which are predicted to include winds of 75 mph or greater, all PSUs shall be removed from all properties and placed in approved storage locations at least 24 hours prior to the predicted onset of such winds or as soon as reasonably practical if less notice is provided. This requirement may be modified by the POD upon receipt of adequate documentation from an architect or engineer or other professional qualified to give such opinion that a greater wind loading pertain to a particular PSU model or manufacturer so that the PSU is unlikely to be moved by winds greater than the predicted winds. As an alternative to removal, the PSU vendor may submit a tie-down proposal for approval by the POD and each PSU not removed shall be tied down in the approved manner. Removal of a PSU under the provisions of this subsection shall not be considered an "event."
