50.330.- SALVAGE YARDS

This section shall apply to salvage yard uses.

Salvage yards are one of the most intense and incompatible land uses. These uses are generally considered unsightly and have the potential to generate noise and other impacts upon less intense uses in the neighborhood. In an urban environment where larger tracts of vacant land are becoming scarce, the establishment of new salvage yard uses seems unlikely. Moreover, existing salvage yard uses will likely be redeveloped as the price of land continues to appreciate. The purpose and intent of this section is to establish appropriate standards which allow for the typical range of activities while mitigating the associated undesirable impacts.

Salvage yards uses shall be allowed as provided in the Matrix: Use Permissions and Parking Requirements and shall comply with the development standards of the zoning district, the general development standards, and this section.

The development standards of this section were originally adopted in February, 1985, and then existing facilities were required to comply with all of the standards within 90 days of the effective date. Existing facilities which complied with the standards as amended by Ordinance No. 696-F prior to the effective date were granted six months to comply with the landscaping requirements of that section. All existing outdoor storage areas in connection with these uses or involving these uses, whether as a principal or accessory use, were required to conform to sections 16.50.330.5.1 by February, 1986, or cease outdoor storage of any materials of the type contemplated by the definition of this use.

A.
Masonry wall. Salvage yards shall be completely enclosed by a solid, continuous eight-foot high masonry wall.
1.
The wall shall be of similar composition, construction and color throughout, and shall be constructed of new materials without openings except for necessary entrances and exits.
2.
The wall shall be setback at least ten feet from all interior property lines.
3.
Entrances and exits shall be equipped with solid eight-foot high gates which shall be closed at all times except when in use.
B.
Variances from masonry wall requirement. Variances from the requirement to construct a solid masonry wall may be requested from the Development Review Commission.
1.
No variance may be granted on sides of the property which abut a major street or a residential use or residential zoning district.
2.
No variance may be granted to allow secondhand building materials, such as corrugated sheet metal, on sides of the property which abut a major street or a residential use or residential zoning district.
3.
All alternative materials allowed shall be uniform in construction and appearance on the property and shall be maintained in good condition and repair.
C.
Exception to masonry wall requirement. The masonry wall requirement shall apply to all new and existing uses except those uses which received permits and constructed the walls required by section 3 of Ordinance No. 696-F.

Landscaping standards.
1.
Landscaping shall be provided on the outside of the masonry wall and shall consist of shade trees that comply with the landscaping and irrigation section.
2.
Shade trees shall be planted on centers of 20 feet around the perimeter.
B.
Maintenance. Landscaping shall be maintained and replaced with plant material that complies with the landscaping and irrigation section.
C.
Irrigation. Landscaped areas shall be irrigated by an automatic, underground system which complies with the landscaping and irrigation section.

Material stored outside of a completely enclosed building shall be stacked or arranged so that no portion of such material is visible from an elevation of six feet above the crown of any abutting or contiguous street excluding interstate highways.

All or any portion of an outdoor storage area shall be paved if it is determined by the POD that unpaved areas are not or cannot be adequately maintained to prevent dust and erosion.

The property owner shall control the premises so that all sound complies with chapter 11.

A loading area shall be designated and all loading and unloading shall be conducted within the enclosed area.
